On some busy exits, alternate signs or traffic lights indicate that you can use the emergency lane to queue for the exit – it’s legal there. Where not indicated, it is not permitted per se, but is generally tolerated. Why? It would be much more dangerous to slow down or stop in the normal lane in order to blend into the exit ahead. An emergency corridor exists for emergencies. And this is approximately one, as explained by the cantonal police of St. Gallen.

If you recognize the traffic jam at the exit too late, drive on.

It’s like merging into a motorway when there’s no free space in the standard lane: since it would be too dangerous to stop at the entrance end and start from a standing position in the standard lane, you can use the hard shoulder as an extension if necessary. But since unnecessary braking or even stopping is prohibited in the normal lane, so in the case of an exit queue: if you realize the situation too late, you should not further impede others in front of you in order to switch to the exit – you must do so.

Important: Emergency use is limited to borderline cases. In the opposite case, with traffic jams on the standard lane, you are not allowed to cheat your way forward on the hard shoulder to the exit, but you have to wait for the exit to come. In the emergency lane on the right of the traffic jam, it costs at least 140 francs, depending on the distance (according to one rule, eg 200 metres), this can increase the cost of the ticket as your ticket is withdrawn.
