The Ministry of Defense represents the largest portion of the budget at $886 billion. However, due to Republican resistance, Biden's billions in military aid to Ukraine was not included.
Because of deep disagreements between Democrats and Republicans under Biden, the last six months of the current fiscal year have repeatedly been filled only by short-term transition budgets. Disagreements in Congress have long raised concerns about the possibility of a so-called government shutdown with potentially serious economic consequences for the global economy.
