Schools must set individual rules for the ban by October. According to Education Minister Robbert Dijkgraaf, it is precisely when students are on social media or using other apps during class that they get distracted from the subject. It is said that this disrupts social interaction in the classroom justifies it.

The ministry had previously consulted with scholars and parent and teacher representatives. All participants emphasized the importance of focus and participation during the lesson. According to the Ministry, pupils are entitled to an ideal learning environment without undue distraction.
