Following Russia’s occupation of Ukraine, the United States is preparing a resolution at the United Nations against Moscow. According to embassy sources on Thursday, there will be a new emergency meeting of the UN Security Council in New York this Friday. It said the resolution would strongly condemn Russia’s aggression and reaffirm Ukraine’s sovereignty and territorial integrity, independence and unity. It is intended to demand an immediate withdrawal from Russia.
Since Russia is one of the five countries vetoing the Security Council, it is clear that the resolution will fail if a referendum is held. However, the United States and its Western allies hope to further isolate Moscow on the council – avoiding China’s veto power and the agreement of all other members of the 15 – member body. Beijing has recently been reluctant to defend its ally Russia, at least not the UN in New York.
If the resolution fails as expected due to Moscow’s veto, the text will have to be submitted to the UN General Assembly, according to several diplomats. All 193 member states vote there. They can pass the resolution with a simple majority.
